Drivers Warned as Fleet Car Park Brings in New ANPR Rules

Fleet Car Park Introduces Four-Hour Limit and ANPR Cameras Drivers using Ancells Farm car park in Fleet are being warned about new parking restrictions as ANPR cameras are introduced and free parking is limited to four hours. The changes are due to come into operation at the end of September, with the car park remaining free to use during the permitted hours. What is changing at Ancells Farm? The car park beside Ancells Farm Community Centre will be managed using automatic number plate recognition cameras, with enforcement carried out by Horizon Parking. Drivers can park free of charge for up to four hours between 6am and 11.30pm, while overnight parking between 11.30pm and 6am is not permitted unless authorised. There will also be a one-hour no-return rule, meaning drivers cannot simply leave the site and immediately return to restart another four-hour parking period. A 20-minute grace period will apply for dropping someone off and another 20 minutes will be available for collecting them, according to guidance published by Fleet Town Council. Longer stays will need to be registered People who need to stay for longer than four hours can register their vehicle using a tablet inside the community centre foyer. The council says this provides a 24-hour exemption, covering drivers who need to remain at the site for longer or leave and return later that day. Different users also have separate arrangements, with the pub and dentist having their own validation tablets and residents registering through a separate exemption portal. Sports clubs using the town council's facilities can also access the tablet system for stays exceeding four hours. Drivers need to check their registration With ANPR enforcement, entering the correct vehicle registration will be particularly important. Fleet Town Council says an incorrect registration entry can result in a parking charge, although Horizon has indicated that genuine first-time input errors will normally be reviewed and may be cancelled. The council has also advised drivers to keep evidence showing their visit, booking or activity at the centre in case they need to challenge a parking charge. The amount of any private parking charge has not been published by the council and will be displayed on the signs at the car park. What happens if you receive a parking charge? Any charge issued at the site is a private parking charge rather than a council-issued fine. Drivers who receive one must appeal to Horizon Parking first. If that appeal is rejected, the company provides a reference allowing the motorist to take the case to the independent POPLA appeals service, subject to the relevant deadline. The new system is intended to help keep spaces available for genuine users of the businesses and facilities at Ancells Farm. For drivers heading to the community centre, nature reserve or other facilities at the site, checking the new restrictions before parking could help avoid an unexpected parking charge.
