Waverley Borough Council has confirmed that motorists will not be charged to park at Farnham Park Car Park, Beacon Hill Car Park in Hindhead or Library Car Park in Bramley. New Machines Do Not Mean Parking Charges The machines have been installed as part of new time-limited parking arrangements, rather than to introduce paid parking. During controlled hours, motorists will be required to obtain a free parking session from the machines. The council says the new system is designed to improve the availability of spaces by discouraging long-stay parking and encouraging greater turnover. This is intended to help keep spaces available for residents, visitors, shoppers and people using nearby services and attractions. Season Tickets Will Be Available Season ticket permits will also be available for eligible local residents and business staff. Unlike the parking sessions, these permits will carry a modest charge, with the council expected to publish details of eligibility, costs and how to apply before the new arrangements begin. Motorists using the car parks will therefore need to understand the new requirements even though the standard parking session itself remains free. When Will the New Controls Start? Waverley Borough Council has not yet confirmed when the parking controls will come into operation. The council said the start date will be announced before enforcement begins, with further information provided in advance. Clear signage will also be installed at each car park to explain the new arrangements to motorists. Importantly, no Penalty Charge Notices will be issued until the scheme has formally come into operation. Council Explains the Changes Cllr Tony Fairclough, Waverley Borough Council's Portfolio Holder for Enforcement and Regulatory Services, said the new machines had been installed to help ensure parking spaces remain available for the people who need them most. He also acknowledged the importance of the car parks to local communities and businesses. Further information about permit arrangements and implementation dates will be provided before the new controls come into operation. For drivers, the key point is that the installation of parking machines does not mean they will suddenly have to pay to park at the three locations. However, once the controls begin, motorists will need to obtain a free parking session during controlled hours and follow the conditions displayed at each car park.
