# More Than 100,000 Motorists Appealed Private Parking Charges More than 100,000 motorists appealed private parking charges through the UK's POPLA service during its latest reporting year, highlighting the scale of disputes between drivers and private parking operators. POPLA received more than 107,000 appeals for independent review during the year covered by its 2025 Annual Report. The service says the figures represent a record year for appeals and highlight continued demand from motorists who believe a private parking charge has been issued incorrectly or unfairly. ## Why are drivers appealing parking charges? POPLA's report identified several recurring issues raised by motorists, including unclear or confusing signs, payment problems and inconsistencies in how parking operators apply their processes. These are issues that can affect drivers at supermarkets, retail parks, restaurants, gyms and other privately operated car parks. POPLA is free for motorists using the service, although drivers must first go through the parking operator's own appeals process before taking a case to POPLA where the operator is covered by the service. Drivers who reach the POPLA stage are asked to provide evidence supporting their appeal, with the service considering evidence from both the motorist and parking operator. POPLA says around half of the appeals that reached its second-stage process were cancelled, although its published figures also show that only a small proportion of all private parking charges progressed to POPLA. The organisation says this makes an independent appeals service an important part of the private parking system, particularly when drivers believe a charge has been issued incorrectly. The figures also come at a time of increased scrutiny of private parking practices. The Competition and Markets Authority announced in July that it had written to private parking operators over concerns about appeal processes and additional charges, while also launching an investigation into Euro Car Parks. For motorists, the practical lesson is to keep evidence whenever there is a genuine dispute over a private parking charge. Photographs of signs, payment records, vehicle information and other relevant evidence can all help explain what happened if a driver decides to challenge a charge. Drivers should also distinguish between private parking charges and council-issued PCNs, as the appeal routes and rules are different. GOV.UK confirms that private company tickets are handled separately from council parking penalty charge notices. With private parking disputes continuing to affect motorists across the country, checking parking terms before leaving a vehicle remains an important part of planning a journey. EveryonesParking can help drivers find and plan parking before they arrive, making it easier to understand their options rather than dealing with unfamiliar parking arrangements after the event.
