Fife Drivers Face £100 Penalty for Pavement Parking

Over 3,000 Drivers Issued Parking Penalties in Fife Since Pavement Parking Ban More than 3,000 Penalty Charge Notices have been issued in Fife since enforcement of Scotland’s pavement parking ban began, with drivers also being penalised for blocking dropped kerbs and double parking. Fife Council has issued 3,024 Penalty Charge Notices since enforcement started on September 1, 2025, according to figures presented to councillors. The figures show that 2,580 notices were issued specifically for pavement parking. A further 343 were issued for parking at dropped kerbs, while 101 related to double parking. £100 penalty for pavement parking The Footway Parking Bill became law in Scotland in December 2023 and prohibits pavement parking, blocking dropped kerbs and double parking. In Fife, the rules came into operation on September 1, 2025, although exemptions under the scheme are still to be decided. Drivers caught parking on the pavement face a £100 penalty charge. The amount is reduced to £50 when the notice is paid within 14 days. The latest figures were requested by Cowdenbeath councillor Alex Campbell during a meeting of Fife Council. Councillor Altany Craik, the council's spokesperson for finance, economy and strategic planning, confirmed that more than 3,000 notices had been issued since enforcement began. Of the 3,024 Penalty Charge Notices issued, 2,178 had been paid at the time of the update. A further 401 cases had been appealed, while 445 cases remained live. The figures show that pavement parking represents the vast majority of enforcement action in Fife, accounting for 2,580 of the notices issued. The enforcement also covers situations where vehicles block dropped kerbs, which can create difficulties for people using wheelchairs, mobility aids or pushchairs. Double parking is included within the same enforcement regime, with 101 notices issued for the offence since enforcement began in Fife. For drivers, the figures provide a reminder that parking partly or fully on a pavement is not simply a matter of finding somewhere that appears convenient. Restrictions can result in a Penalty Charge Notice where the rules apply. The situation also highlights why drivers need to understand local parking restrictions before leaving their vehicles, particularly when travelling somewhere unfamiliar. Finding a suitable parking space before arriving can also help drivers avoid having to stop in unsuitable locations simply because they cannot immediately find somewhere to park. EveryonesParking can help drivers search for available parking options when planning a journey. With more than 3,000 notices already issued in Fife, pavement parking enforcement is clearly having a significant impact on drivers in the area. Further decisions on exemptions could also shape how the rules operate in the future.
