Parking restrictions used around York Designer Outlet during the Christmas period could become permanent. City of York Council is considering double yellow lines on parts of Naburn Lane and St Nicholas Avenue to tackle verge and footpath parking and improve safety, while the outlet has raised concerns about removing last-resort parking during extreme congestion.
York Designer Outlet Christmas Parking Restrictions Could Become Permanent Parking restrictions introduced around York Designer Outlet during the busy Christmas period could become permanent under proposals being considered by City of York Council. The proposed changes would bring double yellow lines to parts of Naburn Lane and St Nicholas Avenue, where drivers have previously parked on grass verges and footpaths when the shopping centre becomes particularly busy. The restrictions are currently used seasonally during the Designer Outlet's Winter Wonderland event. Making them permanent would remove the need for temporary restrictions and traffic cones to be introduced each year. On Naburn Lane, "no waiting at any time" restrictions are proposed from just after the junction with Fulford Court to just before the Yorkshire Water treatment plant. The restrictions would apply on both sides of the road in most areas, with an exception on one side of Naburn Lane where homes are located. Double yellow lines are also proposed for St Nicholas Avenue, running along the outer sides of the road and the sides closest to the central reservation. The proposed restrictions would cover St Nicholas Avenue from the A19 Fulford Interchange through to the roundabout outside the Designer Outlet car park. A City of York Council report says the permanent restrictions would help improve safety and reduce the potential for vehicles to damage kerbs by driving over them to park on grass verges. The council has also highlighted problems with temporary cones used during previous Christmas periods, including cones being damaged and debris being left in the road. The Designer Outlet supports restrictions on Naburn Lane but has raised concerns about applying them along the full length of St Nicholas Avenue. The outlet said those spaces can become a last-resort parking option when the site's other parking areas are completely congested, although it said the parking was not encouraged. The shopping centre also pointed to previous discussions with the council, when temporary cones were prioritised around areas considered to pose the greatest safety risk, including the central reservation, roundabout and junction approaches. The outlet said the council rejected its plans for a temporary overflow car park during the festive period last year and that further discussions are needed. The proposals are being reviewed by City of York Council's Executive Member for Transport on 22 September. The council's forward plan specifically lists the review of representations concerning the proposed "No Waiting" restrictions on Naburn Lane and St Nicholas Avenue. For drivers planning Christmas shopping trips, the proposals highlight how quickly parking pressure can become a problem around major retail destinations. Checking available parking before travelling can help drivers avoid arriving to find local roadside spaces unavailable. For shoppers travelling to busy events or retail destinations, services such as EveryonesParking can also help drivers look for parking options before setting off, rather than relying on roadside spaces when demand is at its highest. If the permanent restrictions are approved, drivers will need to pay close attention to signs and road markings around the Designer Outlet, particularly during busy festive periods when parking demand is expected to increase.
